What person in their right mind walks up to a guy with a fat gun, based on knowledge from a previous life, and takes pictures of him right next to him?

The rules do not classify how demands must be worded, but I can certainly classify it as a demand as the definition of the word 'should' includes 'obligation' meaning that they want you to do something; thus it is a demand.

The /me function is used to depict actions which are otherwise impossible through game mechanics, not to tell people what to do.

The guy has a gun, you had a camera. He told you to put it away, you chose not to; the rules don't suggest at any point that he has to tell you the same command every time you enter his line of sight for it to be okay for him to shoot you for not complying.

It's a DarkRP server. If you really want to stop the vast amount of people who walk around with a phat gun in their hands, then by all means suggest a new rule. He wasn't mugging you or hostaging you, he pointed a gun at you and told you to do something.
