It's up to each person, Some people say how they punished him and how they didn't. Thats just how it is and you just got to deal with this. Because there is nothing wrong with it.

I don't care about not knowing whether someone is banned already, as I said, that is not my argument. I am stating that it should not contribute to the outcome of this report as further evidence should affect the outstanding punishment in all cases.
