It comes down to the fact that an already banned player may be being reported for a separate offense which also needs to be punished for, so the matter of him already being banned is completely irrelevant.

It's up to each person, Some people say how they punished him and how they didn't. Thats just how it is and you just got to deal with this. Because there is nothing wrong with it.
