As a new Admin what do i do if someone leaves to avoid punishment?

If they don't come back you can just ban them along with the rule that they broke , unless they timed out , don't ban them if they timed out , you can ban them if they didn't come back in like 3-5 min , mostly i give them 3 days if they RDM + leave

You don't ban for leaving to avoid punishment.
If he comes back, take him into an admin sit and talk it out and If needed warn him for his recent actions.
If he broke a few rules and leaves you ban him for the rules he broke, you don't count the "leaving to avoid punishment" in.

Exactly. If he doesn't rejoin then he hasn't really avoided any punishment has he? He left hes not causing any trouble and not playing. That sounds sounds like a pretty good punishment to me. You only need to ban people if they rejoin right after they leave.
