To be Honest , this just shows how impatient you are , rules aren't bullshit , if you think they are then you are a rule breaker yourself , those were old times , times changed , those admins left , now it is a semi serious RP , back then it was DarkRP , if you think there are abusive admins why don't you report them instead of just complaining they are bad and they never do their jobs .

How is banning a guy for a month making a staff member an owner ? The owner is wise , dedicated , helpful to the community , always ready to help , friendly , good , so what you're saying is that he's all that , but instead you think owners abuse their powers and are unfriendly and are minges , that's what you're saying anyways .

Why don't you get proof to prove that jarred is abusive and doesn't know the rules ? i have always seen jarred and he knows the rules well , he's active , friendly , sometimes a minge but , i never seen him abuse.

You need to wait , have patience , talk to a superadmin/headadmin about it not just complain about it on the forums.
