Reason - Trying to RDM me constantly as well as killing a citizen without any reason, breaking NLR countless times.
Story - Was about to raid his base but he opened the door before I started, as I was typing he tried to kill me, he was then killed, he kept coming back breaking NLR trying to kill me. Then after I had helped some other guy with something I drive back to his base to see if he will try and do it again, he shoots at me once while I am in my car and for that he is killed, he then breaks NLR and kills a citizen without any reason.
