Well if he is new to the server, and he didnt read the ruiles and doesnt use common sense like most new players, I belive he should be punished, I think the ban should be reduced to a week, to serve him as a punishment, and besides, atleast he went through the trouble of making a correct unban appeal, most people just cry on the forums, so this guy seriously is sorry for the joke, and I mean, if you unban him and the server gets DDoS-ed just ban him, ZARP has been DDoS-d a million of times and it crashed 10 million times... people just dont get that their crappy DDOS wont have any impact.
