The staff can see because they are the ones that make the final vote. Players can reply on applications with their personal experiences with the player and not from what they seen when checking their warnings.

Staff should judge applicants based on personal experiences, prior warnings / punishments and community member's experiences. User's replies are useful at giving staff a better view of them considering most players act differently towards staff than they would to players because they know who votes on the apps at the end of the day.
