All I've seen Ray do (in the video provided,) is spectate someone who is potentially breaking rules. Now, I don't personally think that's a good thing to do, as if everyone did that we'd have a very toxic overly competitive staff team ^{oh wait,} but if he did it to expose a rule breaker / abuser (which you already have admitted to being to an extent,) then it's perfectly ok.
