Well you have low gametime (30 hours is not much) you did not put much effort into the application, and also if the player says I don't remember, don't warn him ask for proof or try to get him to remember they may not be lying as they may have had a rp reason to kill them. Also just because the logs say he was killed by the same person, or killed the person who killed him it is not breaking nlr as they could have met in another district.
So from me this is a -Support, increase your game time, fix your application, and learn how to properly warn someone.
