Charles and Joshua have been proven to be casual rulebreakers. They have been warned 5 times yesterday alone because of their behavior (those were just my F1s, I do not know about other players complaining about them) and they continue to do things that are against the rules.

Story
I was just walking up to his car as I decided to rob it. While I was lockpicking, Joshua started pushing props on top of his car for no apparent reason. He claims he's building, but I don't see how pushing a prop on top of your car is building.
