Suggestion Title: [PERP] Ticket Suggestion

How would it benefit the server: As a cop, it would benefit the server because if someone breaks a law now, you can not really do anything else but jailing them or giving them a warning to stop. A ticket system would make it more realistic. So you can give parking tickets, speeding tickets, etc.

I was waiting to talk to Chris about this, when me and Chris wrote the rules we but some laws that if there broken you can be fined so for now I figured it could be role played but yes this is definitely a idea to look in to. I'll bring this up to Chris myself also. +Support
