What i can see is the person is an admin and its a citizen with a big gun.. I cant read the name thougd but yeah whoever is that broke the rule.. And btw cotizens are not allowed to raid..

But maybe he just forgot to be a gangster.. Or something like that i once got demoted and i dint really see it happening and than i was citizen and i was raiding and also had big gun.. But luckily someone told me i was citizen so i changed to master thief..
