Actually, your incorrect. It does matter as it shows he's dedicated and has put a lot of effort into the application.

Great application, great detail. Show your dedicated. Active. You have all my support!

So by your logic I can RDM all day and be a terrible player, but if I make a good application I should be accepted?
Now I know why there are so many low quality Moderators being accepted...
