Yes, As You Said You Can Be Killed By Entering Or Being Right Next To The Mutants Spawn, As You Are KOS (Kill On Sight) To Them When You Are In The Sewers, But Mutants Are KOS To Everyone Else If They Are On The Surface, But They Can't Attack On The Surface Unless The Mutant Is Attacked First, And Attacks In Self-Defence, If They Aren't Though, Then That Is RDM.

You Can Also Be Killed As A Hobo. If You Keep Spamming Bugbait, Then They May Ask You To Stop It, After That They Warn You Again, And If You Keep Throwing It, Then They Have Permission To Kill You, Which IS NOT RDM.

And For Metagaming, It Is Against Server Rules, To Be Shouting Out Where You Are, If You Are Being Mugged, Kidnapped, Raiding, Being Raided And So On....

Metagaming Is Used In Roleplay Games, Which May Give The Player Who Is Metagaming An Advantage, Which Is A Bad Thing To Other Players.

I Would Ask y Why They Killed x, And Listen To The Answer, Then To Check I Would Check To See If It Was A Mug And x Didn't Know, But I Would Also Check To See If It Was A Raid, So I Would Ask x Where He Was Killed, If It Was Indeed A Base, Then I Would Start Thinking About Possibly It Was Self Defence In A Raid. If It Wasn't A Raid, And x Was Killed In The Police Department ,Then I Would Look At Their Jobs, Obviously If y Was A Cop, And x was a thief/gangster/godfather etc.
Then I Would Understand.
But Even If x Was Wanted And y Was A Police Officer, Then It Would Be RDM If y Killed x If He Was Wanted, Then I Would Explain About, Taser > Arrest. And That y Could Only Kill x If x Shot First At Them Or If They Shot Another Police Officer

I Would Also Look At Both Of Their Jobs, If One Of Them Was A Mutant, Then I Would Explain The Mutants Job, And What They Do And So On..

And If They Were A Hobo, I Would Check Him For The Action Of Throwing Bugbait, I Would Also Look To See If y Was Saying "Stop It" Or "STOP IT OR I WILL SHOOT" And So On.
