RDM:
Moderators aren't supposed to go by anything apart from proof (screen shots, confessions logs etc.) You shouldn't really ask or take onto account what a witness has said because its still one persons word against another.
But other than that your new application seems good, you also seem friendy C:
Player x accuses player y for RDMing him, the console log shows that player y killed player x.
:Explanation: I would first ask player x what happened and if there were any witnesses then I'd ask player y why he killed player x. If player x then describes this as RDM and that there were witnesses that is agreeing with this I would warn player y for RDM.
