Witnesses is NEVER evidence and you can't warn someone based off what another person said. What counts is either proper evidence, player admitting to break the rules or server logs.

Also, adverts are IC, so if someone said in advert that they have printers and a policeman makes them wanted, then the wanted is valid, but the person who made the advert should be warned for advert abuse.

The last thing is that you can't warn someone for NLR just because kill logs are close to each other, you must ask both players what happened and seek for any kind of proof (server logs, videos, screenshots).

You should also fix the questions in your app, because you only wrote the answers and not questions, which is very confusing.

You should improve on your application (re-write it from scratch) and activity.
