Hate to post on locked topics like this but if you are going to argue your side and not let me then it wouldn't be fair so allow me to counter your argument. You say that because there is no rule that doesn't allow you to create a no loitering sign does this mean I can use that reason to spam orbital strikes on your base and raid every time my NLR is over because there is no rule against it? Because last time we done that you claimed there is a delay between raiding otherwise it is harassment.

If I am given a Tier 1 warning for this and you are not given a Tier 1 warning for owning the sign and allowing people to RDM me for standing outside then I wouldn't be surprised because you do seem void of punishment as I have found out over the time I have been at ZARP.
