I will discuss with Dcx and Xhantium whether sanction is necessary. It was completely blown out of proportion, and to be fair, it was harassment. The offense fits into the Tier 1 criteria, as it is minor abuse and this is the only tier that mentions teleportation:
Small power abuse; teleport for convenience
