I agree with the weapons, would be better with some better weapons on the server.

However I do not think the toolgun idea is good for vehicle, as they can change the colors and so on by the NPC, as I'm thinking the toolgun will be abused on the vehicles and somewhat getting all those flashy materials on it, however I think its to be restricted.

I think its a lot of work to make a NPC to actually modify your car, but I do think its possible it just needs a lot of work put into.
