Hello Agent,

When we review applications in the meeting, they are given an individual powerpoint slide like this one:



In the powerpoint slide, we are shown a graph of the past week's activity (recorded by GameTracker), as well as their time played. This way, when voted, activity is determined by the team's vote

As for bans, typically it is brought up for warning the player occasionally: when a player has been banned, it will most definitely be raised and discussed; so this way we determine the severity of their issue in a much more informed maner.

Regarding forum posts & join time, people aren't obliged to use the forum as a DarkRP staff member. It's a community bonus, but we will never reject someone for it, as it doesn't impose any advances in their server experience.
