No person ever will admit to RDM'ing (Unless their new). Believe me, If you jut teleport to one person most of the time they will not know what's going on unless you have the other guy there. You have to come to an answer by asking questions to both of the people involved..

Yes you can do something, If it shows on the logs that the deaths had happened in a short time at peak time, that clearly shows NLR being broken. The question is where they died and was the guy killing him spawn killing him as such?

Most things get resolved by asking questions, never once have you explained about keeping the situation calm. You MUST ask frequent questions and control the situation.
