I am a fan of most of the stuff mentioned here. In regards to the Mayor System, I think that the Mayor would need to be less easy to kill before this is implemented... perhaps give him temporary invincibility or something? 95% of the time that I see a Mayor elected, they are found dead within 2 minutes. I'm not too sure how such a thing would go down in regards to how exploitable it is, but a small change to the current system would likely need to be necessary before this was implemented.
