In addition to what Beagle said, I don't think this idea is going to work either. I have a feeling that there's going to be much arguing between players: whether Player A was close enough for Mutant A to be able to kill him/her or not.

Other than that, I think the current Mutant rules are just fine the way they are - allowing Mutants to be able to kill players in certain areas above ground will likely become a huge catalyst for a lot of conflicts if you ask me.
