[ADD] Arena Events now show the winner in chat to the entire server
[ADD] Extensive logging of all economy actions

[CHANGE] Arena Events will now appear equally throughout the day

[CHANGE] Gauss Rifle balanced
[CHANGE] Kill logs are now red, NLR logs are orange
