If I killed everyone I see outside a base when im raiding, i'd be demoted. It's kind of the same.

No it isn't, let me make it logic for you.
If a guy is shooting you, you kill him, right?
Right.
So he shot me, i escaped, waited 4 minutes, came killed him and raid him.

Also, if you see a guy who is basing with the owner of the base outside his base,
you can kill him and start raiding. thats what i did.

But your proof tells us nothing. All we know is that you killed him outside a random base...

My proof tells the story.
