Are you suggesting moving to a larger map? Because, as you can imagine, rp_downtown_v4c_v2 would not support vehicles well.
1) Roads make a loop with little variation (ie few side streets)
2) Cars would be literally everywhere, with nowhere to park them on most parts of the map.
3) Although the RDM situation is improving with an influx of moderators, I don't believe the server is equipped well enough to handle the CDM that would inevitably occur.
4) The main point of a vehicle is to transport yourself from point A to point B quickly. With a map of this size you can go to most parts of the map very quickly on foot. Making a vehicle trip impractical. Meaning an addition like this would cause more harm than good.
