So to deal with any situation your responce is to !goto the person, make them read the rules then /warn them.
You will not ask all the players involved for there story so that you can make a more informed desition.
No matter what anyone says to you the player will still get a /warn.
Also making every player you visit read the rules is time consuming and F1 will quickley fill up if you do so.
The question actually says "What would you do if a player breaks NLR?", means the player already broke it, and not have been claimed by someone else to break it; So the question asks what will be the punishment that the applicant will give, assuming he already knows for sure that the player broke it. In my opinion its a fine answer.

Metagaming means that you are Rp'ing in /ooc (Out of Character). You must Rp in Advert.
Bob is raiding Tim, and Tim spams /ooc : " Help! Help Police, Help!" The police sees this, and goes to arrest Bob. Bob got arrested because of Tim spammed Out of Character, while Rp'ing.
Metagaming is not just about /ooc
Tim could be in some voip program of his choosing with freinds and decides to call them over to help (meta).
To be honest, at least 65% of the people playing are using external communication softwares or other ways, we can never know, therefore I wouldn't personally take it false/wrong for not mentioning it, Just to point out.
