Not sure how it is on all servers of ZARP but I've been playing on one ZARP server where NLR only applies if you're raiding. Not defending. If you're defending you're allowed to come back as much as you like. If you're raiding, you can't.

It is quite odd. But that's how ZARP servers are, I believe.
