NLR Also states that they cant use any information used in there previous life.

Not at ZARP. It's semi-serious, after that NLR period, nothing like that is really enforced which is why people are allowed to return to bases after the timer.

Metagaming is when a player uses out of game knowledge to gain an advantage in game. For example if I was to join a random group of people and then tell another friend over SteamChat or TeamSpeak that we are not at base and a passcode he could use that information to steal anything we have left behind.

That's pretty much it, but on darkrp it applies and is enforced as: player gives IC information in the OOC chat channel.
