Not remove, but a little kiddy sitting in a corner placing hits on mayors just because they are the mayor, its fucking anooying as shit so the system has to have a time implemented. Not just for one person, once someones been assasinated, you cant put a hit on them for 15 minutes. Its so annoying to never have a mayor due to shitty hitmen.
