To clarify, you can raid while someone is building. But there are conditions that need to be met. It has to be a base that is closed up with fading doors and keypads n all- like they're trying to keep people out. I'd also make sure there's something to steal before I mow everyone down, it's a matter of not being an asshole to me. I enforce this policy on raids during construction because I was working on a new gunstore when a thief came into the store through the open, button-controlled door, and shot me in the head with an AWP saying he was raiding. There was nothing in the store for him to steal.

I will back you for the screenshots showing littlejoe using !goto to collect printer money. That's not acceptable.
The video lacks audio, so anything that might have been said over voice is really excluded, but Littlejoe admits to teleporting at 12:30
