Probably not, yet there is no way to tell. You can't expect someone to roll up, with no prior moderating experience, pay for mod, then go out into the busy, populated server and do a good job. These people should be taught the ropes, they should be assigned a teacher to show them what is wrong and what is right, they should be monitored in the early stages of their career as moderator.
