I was dealing with this problem about him breaking NLR yesterday.
And i brought him to me, and he said He's retarded towards the guy that needed help, so he obv lied in his application about being respectful.
He also doesn't have good knowledge of the rules, according to him NLR is 2 minutes, and not 3.
