Regarding talking, what's mentioned in your report doing it as a problem, given that you're doing everything, especially since you're not a new player. C. Added sinz on steam and contacted him as if you were a new player
D. All that to gain evidence he is manipulating new players for his own benefit as he once did.

And if I'm not wrong.. then he did not manipulate any new players / he might have but you don't have evidence of it.
As much as I would be happy to catch someone manipulating new players this is simply no good evidence.

1.10 Alternate Accounts - Using alternate accounts to interact with NPCs or to give yourself an RP advantage is not allowed.
