Suggestion Title: Add Unusual/cosmetic effects to hats

How would it benefit the server: i believe we are long due shiny particle effects making items worth billions so todays suggestion is to add cosmetic effects to cosmetic items such as all the items inside the Cosmetic Case and Hats Case. entirely new cosmetic effects could be added as well as there is a huge list of options as they are from tf2s Unusual items, I feel this will add a colorful spark to zarp and its lovely players,

Potential Issues/Exploits: when/if added to server it should be made that only one effect can be worn at once on a player to prevent any issues with stacking.

Additional notes: items such as the stormy ACS, Energized nano, haunted mummy are great examples of effects that look cool but do not make zarp look like Fortnite.
