I've spoken to yisyas in regards on how he should handle such a situation. The memo is if you're going to own a property on the map, actually use its capacity instead of holding it just because you don't like the other people and want to stop them from doing stuff that keeps the server active. This is normally the general consensus as to why someone would do this, it's stupid and it brings no benefit for anyone but annoyance.
