Allow users to grab BBcode from locked posts

How would it benefit the server:

Forum staff are no longer pestered for BBcode

Potential Issues/Exploits:

Being used to regenerate troll posts (ban people bro)

Additional notes:

This would be useful for people reposting staff applications or remaking SSRP gang threads for example, rather than having to copy the plain text and then redo all the bbcode.

Essentially you could just allow people to edit locked posts but not submit any changes, enabling them to grab the BBcode.
