RDM is when a player kills another player without a valid reason. For example, a player walking up to a cop and shooting him in the head without any prior interaction or justification.

NLR means that when a player dies, they must not return to the district where they died until a specific timer is up. For example, if a player is killed while robbing someone, they must not return to that district for the duration of the NLR timer.
