Keep in mind that every policy should also have a downside that directly (ie. high cost from city balance) or indirectly (unfavorable for everyone else, making a hit more likely) affects the mayor. Policies that give you or the players an advantage need to have some kind of adverse effect that balances them.
25% more experience for all professions is a very strong advantage to everyone on the server. Do you have any ideas for possible side effects or other ways to make this effect balanced?
