After reading the report and speaking with the reported staff member (Smol), I've decided to deny this report abuse. The majority of the time, according to Smol, he was engaged in CFs, therefore the phrase "busy/rping" is appropriate in this context. Smol did infact take action against the guy who was RDAing by giving them a verbal warning, and as a result, the RDAing ended right away. Therefore no action will be taken towards Smol.
