The reason there is a limit is for 2 reasons, one of which is to stop people from just running down there to slap on a hazmat to avoid a nuke, and the other (which is more the main reason) is that it means people are required to work together on the nuclear reactor when there's more than one person on the job.

The number of suits in the locker also scales based on how many people are in the job, but there is currently a bug when people disconnect which is fixed in the next update.
