Suggestion Title: Rare Item Store Day

How would it benefit the server: Perhaps more consistent players throughout the day?

Potential Issues/Exploits: Items currently don't reset the moment the timer finishes, I believe there is usually a 15 minute delay.

Additional notes: Simply "Rare Item Store Day" would allow the items in the store to cycle every hour throughout the day giving users more chances to potentially purchase rare items.
