You dont need to be a admin to get abusers. Its maybe easier, but you can do it as a regular also.
And another think is that you will not get admin straight away. You get it when you deserve it and are ready.
How can you scare them? I often spectate people who is accused for abusing, but they dont care when they know i'm following them.
What makes you much more scary than us other admins?
But whatever if you get promoted you get Mod as a start as everyone else.

You could try putting on a Russian accent.... That could work for some people....
And sure about the admin thing... I dont mind proving myself that Im worthy for admin.
