The hacking policy should be changed, like if an Admin has proof that the guy is cheating 1000% (esp and aim). He can ban the cheater without any suggestions and doesn't need to wait for a higher rank to respond.
I will give an example to clarify myself.
Admin sees that the cheater using esp and aim, killing everyone and etc. Okay, the Admin records and sends it to the staff, Head Admins, or to the Server Owner. Then he waits patiently for the response, 10 min or even longer time passes, and the cheater is still cheating and everything, people are leaving one by one and blaming the Admin and the whole server that the Admin cannot ban him (because why? HACKING POLICY). So finally someone on the higher rank replies and says "Yes thank you for the video, the hacker will be banned), but the thing is pƎNN∀q ┴ON SI ɹƎ┴∀ƎHƆ ƎH┴ , and the cheater still playing as he does and don't forget the Admin is getting blamed and another thing one by one is leaving the server. The Admin will be ashamed and the reason he cannot ban them is that he doesn't have TRUST (so promote Moderators to Admin who are trusted, like be a Moderator for a longer period how hard is that?)
So in conclusion I recommend if the Admin has 1000% that the player is cheating and everything he gets proof (the video) send it to the higher rank and ban the hacker. If the hacker wasn't hacking for some magical reason, he's unbanned and the Admin is demoted to the Moderator for his action. Admin job is to know when the cheater is on the server and who it is.
