Suggestion Title: Map Rotation Changes

What are the changes: I suggest either removing the map rotation entirely and reverting to b5 24/7...
OR creating a second "Legacy" server to take the place of the old USA server, which would only run b5 24/7.

How would it benefit the server: I've noticed that people generally tend to play more when the map is on b5, and a lot of newer rookie ranked players also join when this map is live. Additionally, people seem to be in agreement that when b5 is swapped out for another map (with the exception of b7_summer), players quickly drop the server and find something else to do, and newer players join less.

Potential Issues/Exploits: I'm aware that there are players that enjoy the map rotation, so removing the maps from the main server might impede their enjoyment of the server (of course mitigated by introducing a legacy server, but I wanted to show awareness of the issue).
I'm also unsure of the technical issues of running a second server.

Additional notes: There's not really much else to say; I personally am not fond of the map rotation and unless I'm living in an echo chamber, most of the people I've brought this up with seem to be in agreement that b5 24/7 would be better for the server overall.
