1. Remove all custom roles
2. Actually look through all of them and make a list of potential roles that are fun and wont hinder the server in any way
3. Bug test the roles in this list to make sure they are working
4. Add them a few at a time to make sure they are well received and make the server more fun
5. Happy players happy life

Better yet get rid of them entirely
