Do you have a longer clip than this? The rule states that you can only kill people if they follow you for an "extended period of time" (or if they have an arrest baton out, as that would be considered threatening behavior), but the couple of seconds in that clip wouldn't really be considered this, but it would be a different case if it happened for an extended period, if you had warned him to stop using /me or he had directly come at you with an arrest baton.
