No disrespect as I don't know what your condition is or how severe it affects you, but you should be able to see this menu if you're able to play the game so I'm guessing you have a setting somewhere that's messed it up or you're playing a lower res? But I'm sure if you were you would know. Try resetting all your video settings just in-case or re-install the game.
