Suggestion Title: Remove velocity restriction

How would it benefit the server: A possibility of older players returning at some point

Potential Issues/Exploits: None that weren't present before the restriction was added

Additional notes: The velocity restriction was added in hopes of allowing newer players to not be left behind by the more experienced players, yet all it did was make the gamemode less fun for the experienced players, and as a result, they stopped playing, making it almost impossible for new players to even join in the first place to benefit from the update since newcomers won't want to join a server that has no players in the first place. Clearly the restriction has not had a positive impact on the server so I don't see why it shouldn't be reverted in the hopes that older players could play again. Its not a likely chance that it will do much for the server but I feel like it will do a hell of a lot more good than bad
